Second, new business formats are developing faster. In 2021, my country's cross-border e-commerce exports will increase by 24.5% year-on-year, and market procurement exports will increase by 32.1%. The effects of China's policies and measures to promote the healthy, sustainable and innovative development of new foreign trade formats and models continue to emerge.

Third, the role of open platforms is stronger. In 2021, the import and export of my country's comprehensive bonded zone will increase by 24.3%, the import and export of the pilot free trade zone will increase by 26.4%, and the import and export of Hainan Free Trade Port will increase by 57.7%.

Taking this opportunity, I would also like to introduce some work done by the customs in coordinating the port epidemic prevention and control and promoting the steady growth of foreign trade.

In 2021, in the face of the impact of the global new crown pneumonia epidemic, my country's foreign trade has handed over a dazzling transcript, and foreign trade has also become a highlight of China's economy. This not only reflects the strong resilience of my country's foreign trade, but also integrates the unremitting efforts of the national customs.

Over the past year, customs across the country have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely and quickly implemented the spirit of General Secretary Xi Jinping's important instructions and instructions, deeply comprehended the new features and requirements of the new development stage, and implemented the new development concept in a complete, accurate and comprehensive manner. , promulgated and implemented the "14th Five-Year" customs development plan and the national "14th Five-Year" port development plan, fully opening a new journey of socialist modernized customs construction.

Over the past year, customs across the country have coordinated development and security, strengthened supervision and optimization services, comprehensively improved the level of supervision capabilities, unrelentingly, accurately and scientifically implemented port epidemic prevention and control, maintained a high-pressure situation in combating smuggling, actively supported the steady growth of foreign trade, and vigorously optimized port business. The environment has effectively promoted the steady increase of foreign trade volume and quality.

Over the past year, customs across the country have adhered to the system concept, actively integrated into the overall situation, promoted the implementation of major national strategies such as the coordinated development of Beijing-Tianjin-Hebei, the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area, and the integration of the Yangtze River Delta, serving the Pilot Free Trade Zone and Hainan Free Trade Zone. The construction of a trade port, promoting the high-quality development of the joint construction of the "Belt and Road", expanding the mutual recognition and cooperation of AEO, strengthening the construction of "three wisdoms", and completing the preparatory work for the implementation of RCEP led in advance have effectively promoted a high level of opening up.

We still have a few specific tasks, which I would like to share with you here:

First, scientifically and accurately do a good job in port epidemic prevention and control. The first is to strengthen the information research and judgment of the epidemic situation. The third is to adhere to "the same defense of people, things and the environment". According to the work plan of the joint prevention and control mechanism of the State Council, the customs conducts nucleic acid monitoring and inspection and preventive disinfection supervision at ports for imported cold chain food and imported high-risk non-cold chain container goods; supervises airlines to strictly follow the relevant regulations of the joint prevention and control mechanism of the State Council. Carry out terminal disinfection of inbound passenger aircraft.

The fourth is to strengthen personal safety protection. The customs strengthens the implementation of the security protection system and supervision system, increases training and assessment, and strictly regulates personal protection operations; strictly implements closed management for staff in high-risk positions, and always maintains full-time vaccination for front-line staff at the port, and accelerates the promotion of enhanced immunization. Vaccination, after strict vaccination, personal protection standards will not be lowered, and measures will not be reduced.

Second, go all out to promote the steady growth of foreign trade. In 2021, the customs will focus on the concerns of market players, focus on high-level opening up, and actively implement various policies and measures to stabilize foreign trade and foreign investment, so as to help import and export trade maintain a stable and positive trend.

First, continue to optimize the port business environment. Except for special circumstances, all 38 kinds of supervision documents involved in the import and export process can be accepted through the "single window". Expand the pilot program of "single window" financial services, benefit more than 230,000 foreign trade enterprises, and consolidate the effect of shortening the overall customs clearance time for imported and exported goods. In December 2021, the overall customs clearance time for imports and exports across the country was 32.97 hours and 1.23 hours, respectively, 66.14% and 89.98% shorter than 2017.

The second is to effectively reduce the cost of customs clearance for enterprises. Implement institutional innovation and vigorously reduce institutional transaction costs. In 2021, the online filing procedures for 183,000 enterprises will be simplified and expedited. Promote the pilot reform of tariff guarantee insurance. By the end of 2021, 3,775 enterprises have guaranteed a total of 534.02 billion yuan in taxes, helping enterprises reduce costs and increase efficiency.

The third is to vigorously promote the development of new trade formats. Continue to optimize the cross-border e-commerce business-to-business (B2B) export supervision reform measures. From July 1, 2021, the B2B direct export and cross-border e-commerce export overseas warehouse supervision mode will be applied to customs across the country to help enterprises better explore the international market. Support the expansion of the pilot market procurement trade, and cooperate with relevant departments to complete the acceptance work of the newly established market procurement pilots. At present, there are 31 market procurement pilots.

Fourth, actively support the development of new highlands for opening to the outside world. Promote the high-quality development of comprehensive bonded areas, support the establishment of new comprehensive bonded areas in areas that have real needs and meet the conditions, and set up 8 new comprehensive bonded areas in 2021; as of now, there are 168 special customs supervision areas nationwide.
